根据此前发布的《四川省企业技术中心认定办法》，认定企业应在行业中具有显著的发展优势和竞争优势，具有较强的技术创新能力、水平和较好的技术创新机制。此外，年度研究与试验发展经费支出额不低于300万元并拥有技术水平高、实践经验丰富的技术带头人，专职研究与试验发展人员数不少于30人。

四川省企业技术中心经认定后，相关部门将鼓励引导行业骨干企业带动产业技术进步和创新能力提高，鼓励和支持创新链产业链融合，加快构建由龙头企业依托技术中心牵头，会同高校院所、产业链上协作企业等各类创新主体形成相对稳定、紧密合作的创新联合体，对技术、人才、资金、研发设备设施等创新要素实现共建共享。
